I have two users dd1, dd2 and are in "Design Drafting" Role ( Assignment ). The role has create, edit, fileput, fileget, lock in "Inwork" Stage. dd1 created an object and become the holder. dd1 added the attachments. Later dd1 locked the object.

Now dd2 list the attachments and tried to get the attachment. He checked Lock.

Now attahment window show as locked. Object shows locked by dd1

Probably when the dd1 user uploaded the file the "unlock" flag was not enabled. By default the system keeps the lock on the uploaded files, until the user doesn't upload a new version of the file with "unlock" flag or the whole object is not unlocked by the same or by another user with unlock access right.
