0000029: Menu admin Objects associated with an application doesn't appear under Menu tree in the application Level Menu
If a Menu Object is associated with an application, it doesn't appear under Menu Tree ( In the Application Level tree structure)

The top level application menu should also be associated with the same Application

The top level menu is associated automatically to itself if it is an application.
If you set the application filter for one element and the parent element (for example parent/super class,team,program,menu) is not associated to the same application you cannot see it in that application level tree structure.
